The first hour
Where is my main water shut-off?
In many older Seattle houses it is where the line enters the basement wall or crawl space, behind the water heater or near the street meter. Find it on a dry day and turn it once to see that it works. A stiff valve should not be forced.
Is it safe to wade into a wet basement?
Not if water has reached an outlet, the panel, the furnace or the water heater. If the power question is unclear, stay out and say so on the call. Water that came up a drain needs boots and gloves at least.
Should I pull up wet carpet myself?
Wait for a meter reading if you can. Clean-water carpet may dry in place, and cutting early can spread contamination. Photograph first, then lift valuables and call.

Why is drying slower in winter here?
The outdoor air is cool and damp from October to March, so evaporation is slow and windows stay closed. Dehumidifiers carry the load, and a basement slab or plaster wall can take extra days.
How do you know when it is dry?
The readings match a dry reference from an unaffected wall in your own house and stay there on repeat visits. Surface feel is not a measure, because a stud can be wet behind dry-feeling drywall.
